NYC Property Registration: Annual Requirements for Rental Buildings

Who must register with NYC HPD?

NYC requires annual property registration with the Department of Housing Preservation and Development (HPD) for buildings with three or more residential units. One- and two-family homes must register only if neither the owner nor the owner's family lives there. Condo and co-op units don't register individually; the board registers for the building.

The annual registration deadline

HPD's annual registration deadline is September 1. HPD's page says registration runs between May 21 and September 1 each year. Registration must also be updated when ownership or the managing agent changes.

The registration fee

HPD says a $13 registration fee is billed annually by the Department of Finance as part of the property tax Statement of Account, due July 1.

Keep contacts current

HPD uses the contacts in the registration for official notices and emergencies, so keep them current.

Track it separately

A NYC property may have HPD registration, rent-regulated registration, Local Law 97 obligations, and inspections at the same time. Keep the HPD registration as its own record with its September 1 deadline, confirmation, and source documents. Rent-regulated buildings may also have a separate New York State registration.
