NYC Local Law 97 Covered Buildings List: How to Check Your Property

Updated September 2026 · 5 min read

NYC's 2026 Covered Buildings List shows each building's LL97 compliance pathway. Check the building's BIN, and use the BEAM portal to dispute an error.

What the Covered Buildings List is

The Covered Buildings List (CBL) is a NYC Department of Buildings reference list of buildings covered by city sustainability laws, including Local Law 97. The DOB says the 2026 list reflects its records as of March 2026. Covered buildings are those over 25,000 gross square feet, or two or more buildings on the same tax lot that together exceed 50,000 gross square feet.

Check the building, not just the tax lot

A BBL identifies a tax lot and can contain more than one building. A BIN identifies an individual building. DOB treats LL97 compliance at the building level, so if multiple buildings share a BBL, check each building's BIN rather than assuming they share a pathway.

Compliance pathways on the 2026 list

The DOB lists these pathways: Pathway 0, Article 320 beginning 2024; Pathway 1, Article 320 beginning 2026; Pathway 2, Article 320 beginning 2035; and Pathway 3, Article 321 One-Time Compliance. Your building's pathway is shown on the list, and the list is subject to change.

If the list is wrong

DOB's CBL Dispute process runs through Ticket #1 in the LL97 Reporting Portal (BEAM). Disputes can cover a building that should not be listed, a building that is missing, a pathway update, or a BIN update. Read the CBL Dispute User Guide before submitting. DOB does not state a review timeline on its page.

Keep a portfolio record

For each building, save the BIN and BBL, the CBL filing year, the pathway, the source document, and the date you verified it. If the pathway changes or a dispute is filed, keep the prior record so the history is traceable.
